Terms of Negotiation

This webpage deals with the terms of negotiation between Russia and our association. Russia is unique among the nations because they offer both free land and Russian citizenship for those who come to develop the regions of far eastern Russia. Russia also offers “moral support” established within civil laws for those who hold conservative views – who believe that marriage should be only between man and a woman for the purpose of procreation.

We request only two exemptions and these are:

  1. Military Service Exemption for our first generation pioneers.
  2. Language Learning Exemption for our first generation pioneers.

Reversing Negative Population Growth for South Koreans

Currently South Korea has the lowest birthrate on earth (and is presently headed toward extinction). The main driving factor in Korean low birth rates is the financial crisis which causes young men to abandon marriage and family (when they feel that they are unable to support a family financially). It is our stated purpose to create a “fully-automated” living system that can produce multiple revenue streams for our young men (enabling them to financially afford to marry and start a family). Thus we can create a situation conducive to starting families and thus reverse the negative population growth and preserve the Korean race from extinction.

See the link “Building a Siberian Refuge System” for more details.

Shared Moral Values With Russia

Putin himself supports marriage and having children and this is the most important “shared value” that we have in common with the Russian government. This shared value of “procreation” is therefore the main reason why we have chosen Russia as the place to build our refuge system.

Terms of Negotiation with Russia

The Russian government understands the importance of family and procreation. Without people a country cannot operate because it is people who build industry and manufacture products and grow food and create innovations and serve in police and military and do everything that is required for any nation to prosper.

Proverbs 14:28 (NASB95)
28 In a multitude of people is a king’s glory, But in the dearth of people is a prince’s ruin.

The bible says that a multitude of people are for a civil leader’s glory but in the dearth of people is their ruination. People are essential for the operation of every nation and if there is a dearth of child births then there will be no one to replace those who are retiring from the work force due to old age.

In line with our stated goals of supporting family and procreation, we therefore seek to obtain military exception for our first-generation pioneers. We believe that if we make ourselves invaluable to the Russian society then we could qualify for military service exemption. Instead of our young men being sacrificed as “cannon-fodder” on the front lines we could prove our young men to be much more valuable for Russia if preserved as producers. This is because our innovation development and industrial production is invaluable to Russia (even in the event of war). This means we could produce the technology and advanced weapons and munitions Russia would need in time of war. This is therefore of greater value to Russia to have our young men serve in roles of technology and innovation and industry to support their war efforts. This could be compared to the illustration that we would not assign a master like Leonardo DaVinci to paint a barn when his talents are far too valuable for that. In the same way if our young men are mentored in engineering and technology and innovation and our men also operate within our industrial production, then it would be shameful to send them to the front to fight. Better to have them serve supportive roles within technology and industry – where they are much more valuable based upon what they can produce. It is therefore not unreasonable to request a military service exception for our first generation pioneers who are engaged in technology and innovation development and who operate within our various industries.

Existing Korean Military Service Exemption

In South Korea they are under constant threat of war from North Korea so they have a mandatory military service and required training for all young men. However, the Korean government is wise enough to recognize the need for those who serve within industries considered “essential” for war. Those businesses that are deemed essential for wartime production can apply for military exemption for their key employees. Such employees are required to have a short basic training and are then allowed to fulfill the remainder of their military service (while working their respective jobs) within these “military exempted” businesses.

The terms of negotiation we seek to obtain from the Russian government is to have our first generation pioneers exempt from military service in the same way that the South Korean government offers military service exemption for those serving in essential industries. However, our entire system can prove to be essential because of the development of our engineering and innovation and industrial operations that are all essential for Russian national support (even during a time of war).

Keeping Our Young Men Alive for Procreation

It is our goal to preserve our young men for the purpose of procreation. An entire generation of them could perish in war and thus we would have extinguished the last flickering light (or last hope) of averting extinction for our already endangered South Korean race. This is why we want to apply for military service exemption by making ourselves so valuable to the Russian government that they could not afford to sacrifice them in battle when our young men are engaged in advanced engineering and innovation and industrial production (which makes them invaluable even in the event of war).

Our young men are to focus on having a family and not be burdened with shortening their lives in battle (when they are more valuable for the country for producing that which is needed for battle by those who are fighting the wars).

Term of Negotiation Number One: Military Service Exemption

So the first term of negotiation is for a Military Service Exemption for the first generation pioneers. After our young men have multiplied sufficiently so as to have returned back to the population level “safe zone” (by having averted extinction), then the following generations could be made available for normal military service.

Term of Negotiation Number Two: Language Learning Exception for First Generation Pioneers

Our second term of negotiation is for our first generation pioneers language learning exemption. It is often difficult for an adult to learn a new language but children are able to “absorb” a foreign language without learning it. Therefore, by granting our first generation pioneering adults a language learning exemption they could focus on technology and innovation and procreation. It will be their children who can learn Russian in school and thus they will be able to absorb the Russian language which their parents have struggled to learn.

Khatanga, Russia and the Central Siberian Plateau

We would like to make a request of the Russian Government to establish our base of operations at Khatanga, Russia and within the nearby specified sections of the Central Siberian Plateau. Khatanga has the needed sea port for unloading materials and machinery as well as an airport for bringing in essential personnel. The Central Siberian Plateau has elevated water sources and the needed geological structure for the tunneling of our underground living systems.

See the link “Building a Siberian Refuge System” for more details.

Support of the Development of the Russian Northern Sea Route

Our chosen location is not far from the (Russian Northern Sea Route) which will soon become a valuable shipping route as the northern sea ice melts and at the same time the Panama Canal is drying up. The Russian Sea Route is about to become the most valuable shipping route on earth! Our production system is capable of producing fresh food all year-round within a protected underground environment. Thus, we can produce both the fresh food and the products needed for the support of Russian military bases and sea ports located along the Northern Sea Route.
